Phase 2 - Infrastructure and Initial Implementation

Implementing MTSS requires teams to begin building the infrastructure that facilitates the data-based, collaborative team planning that is an essential element of this framework.  Infrastructure required includes a master calendar of MTSS activities, establishment of regular assessment windows and grade-level data team meetings, training in any assessments, instruction, and interventions to be used, and establishment of a process for reporting out progress to stakeholders.  At this phase of i​mplementation, clear articulation of team member roles, resources needed, and organization of initial team meetings facilitate MTSS success. Implementation requires staff to attend to effective instruction, data and shifts in teaching practices and behaviors.

    Universal Screening (Benchmark Assessment)

    Dynamic Indicators of Basic Early Literacy Skills (DIBELS) is one example of a universal screening assessment tool for early literacy; however schools using an MTSS framework may choose to use other available universal screening tools. Beginning in the fall of 2010, the 7th Edition of DIBELS, DIBELS Next, became available for download at http://dibels.org/. The DIBELS Data System is available at http://dibels.org/.   If you are looking for training in the administration, scoring and interpretation of DIBELS measures, Dynamic Measurement Group offers online training for DIBELS Next.
