Implementing MTSS requires teams to begin building the infrastructure that facilitates the data-based, collaborative team planning that is an essential element of this framework. Infrastructure required includes a master calendar of MTSS activities, establishment of regular assessment windows and grade-level data team meetings, training in any assessments, instruction, and interventions to be used, and establishment of a process for reporting out progress to stakeholders. At this phase of implementation, clear articulation of team member roles, resources needed, and organization of initial team meetings facilitate MTSS success. Implementation requires staff to attend to effective instruction, data and shifts in teaching practices and behaviors.
